In a small bowl, mix cumin, smoked paprika, garlic powder, cayenne, salt, and pepper to create the spice rub.

In a medium saucepan, bring 2 cups water to a boil. Add rice and a pinch of salt, reduce heat to low, cover, and simmer until water is absorbed and rice is tender, about 15 minutes.
